How Bill acts for you
This Schedule explains how hellobill can act and when your approval is required.
1. Overview
hellobill uses a tiered authority model. Different actions need different levels of approval.

2. Tier 0 - information
Tier 0 is information-only. Bill may read permitted data, summarise information, explain options, identify deadlines or suggest next steps. Tier 0 does not authorise Bill to contact a third party or change anything for you.
3. Tier 1 - reminders and watches
Tier 1 lets Bill create reminders, watches and alerts. You can manage reminder and notification settings in the app.
4. Tier 2 - assisted admin
Tier 2 lets hellobill carry out administrative steps on your behalf where the action does not create a new contract, cancel a service with financial consequences, set up a payment arrangement, switch supplier or otherwise change money or contract terms.
Tier 2 actions require an action summary and a scoped Letter of Authority. The action summary will show the supplier or third party, the account or service, what Bill will do, what information may be shared, and when the authority expires.
A Tier 2 Letter of Authority does not authorise Tier 3 actions.
5. Tier 3 - actions that may change money, contracts or services
Tier 3 applies to actions that may change supplier, contract, service status, payment arrangement or financial position.
Before a Tier 3 action, the app will show the relevant action information, which may include:
- supplier or third-party identity;
- account or service affected;
- product, tariff or service selected;
- price, term, fees and charges;
- hellobill fee or PAYA fee, with refund information in Schedule 2;
- commission or commercial relationship disclosure where relevant;
- payment setup details where relevant;
- cancellation or cooling-off information where available;
- known risks or consequences;
- whether human review is required;
- what you are authorising Bill to do.
Bill will not carry out a Tier 3 action unless you explicitly approve that specific action.
6. Proactive suggestions
Bill may proactively surface reminders, alerts or suggestions. A proactive suggestion is not authority to act. If a suggestion needs Tier 2 or Tier 3 action, you will be asked to approve the relevant action before Bill proceeds.
7. Household authority
For personal accounts or services, the account or contract holder must approve Tier 2 or Tier 3 actions.
For shared household services, the named account holder or a person with clear authority must approve. If authority is unclear, Bill may inform, prepare or ask for clarification, but it will not proceed with Tier 2 or Tier 3 action until authority is confirmed.
8. Letter of Authority expiry
A Tier 2 Letter of Authority normally expires after 90 days unless a shorter period is shown. We may remind you before expiry if an active action depends on that authority. If the authority expires, Bill must pause the relevant Tier 2 action until you renew it.
9. Action history
Your action history will show key events for approved actions, including what was approved, when it was approved, who approved it, what happened, and whether the action completed, failed, paused or was revoked.
10. Revoke, pause or disconnect
You can pause Bill, revoke a Letter of Authority, disconnect a supplier or stop pending actions through the app or by contacting support. Revoking authority may not undo actions that have already completed, but it will stop Bill relying on that authority for future actions.
